Bay Shells was founded with the mission of providing quality open water rowing shells for recreational rowers. Through a collaboration with Pocock Racing Shells of Everett, Washington, Bay Shells developed the Bay 21 — which is presently being enjoyed by owners from the Puget Sound, to the Great Lakes, to the rivers of the East Coast. The Bay 21 has even been sent to Arizona and as far away as Australia, where it is rowed in the open ocean.

Paul R. Harvey, Co-developer of The Bay 21The Bay 21 Open Water Rowing Shell has been used to compete in numerous open water and flat water events, having won the Rec II category in the 2002 Great Cross Sound Race, and the 2002 'Round Shaw Island Race—in an amazing time of one hour and 50 minutes! The Bay 21 has also been rowed to medals in the Canadian National Masters Championships and the US Rowing Masters Northwest Regionals in both men’s and women’s events.
